PUBLIC RESPONSIBILITIES, PRIVATE GAINS: How a governmental agency created a profitable private enterprise

During the last day of the first government of Boyko Borisov, the Bulgarian Food Safety Agency signed a contract with the private company P.F.C. EOOD, authorising it to collect fees for disinfection at two border crossing points between Bulgaria and Turkey. While the rationale for this unusual measure is the urgent need to protect Bulgaria from possible spread of infectious animal diseases from Turkey, the selected company lacks any capacity and experience in veterinary services and control. ACF is questioning the legal basis for authorising a private company to carry out activities which, according to law, should be carried out by the Bulgarain Food Safety Agency, represented by specially-trained experts.   Case Brief Border Vet Control_web
